  1                      A bill to be entitled
  2         An act relating to building designations;
  3         designating the State Veterans' Nursing Home in
  4         Pembroke Pines as the Alexander "Sandy"
  5         Nininger, Jr. State Veterans' Nursing Home;
  6         directing the Department of Veterans' Affairs
  7         to erect suitable markers; designating the
  8         Florida Records Storage Center of the
  9         Department of State as the Jim Smith Building;
10         directing the Department of State to erect
11         suitable markers; providing an effective date.

13         WHEREAS, Alexander "Sandy" Nininger, Jr., a graduate of
14  Ft. Lauderdale High School and the United States Military
15  Academy, served as a First Lieutenant in the United States
16  Army, and
17         WHEREAS, Alexander "Sandy" Nininger, Jr., was serving
18  with Company K, 57th Infantry, Philippine Scouts, when he
19  engaged enemy forces near Abucay, Bataan, Philippine Islands
20  on January 12, 1942, and
21         WHEREAS, Alexander "Sandy" Nininger, Jr., repeatedly
22  forced his way into hostile positions and engaged in
23  hand-to-hand combat with an enemy force having superior
24  firepower, and
25         WHEREAS, Alexander "Sandy" Nininger, Jr., despite being
26  wounded three times, continued his attacks, pushing alone far
27  behind enemy lines, and
28         WHEREAS, Alexander "Sandy" Nininger, Jr.'s bravery and
29  heroic actions resulted in his death at the hands of the
30  enemy, and

  1         WHEREAS, Alexander "Sandy" Nininger, Jr., was awarded
  2  the Congressional Medal of Honor on February 10, 1942, for
  3  exceptional courage, fortitude, and devotion to duty, NOW,
  4  THEREFORE,

  6  Be It Enacted by the Legislature of the State of Florida:
  7
  8         Section 1.  The State Veterans' Home in Pembroke Pines
  9  is designated the Alexander "Sandy" Nininger, Jr., State
10  Veterans' Nursing Home.
11         Section 2.  The Department of Veterans' Affairs is
12  directed to erect suitable markers bearing the designation
13  made by this act.
14         Section 3.  (1)  The building currently housing the
15  Florida Records Storage Center of the Department of State,
16  located at 4319 Shelfer Road in Tallahassee, is designated the
17  "Jim Smith Building" in honor of former Secretary of State Jim
18  Smith who served as Florida's 21st Secretary of State from
19  August 5, 1987, to January 3, 1995.
20         (2)  The Department of State shall erect suitable
21  markers bearing the designation made by this section.
22         Section 4.  This act shall take effect July 1, 1999.
