14         Senate Amendment (with title amendment) 

15         On page 12, between lines 25 and 26,

16

17  insert:

18         Section 8.  The Senate Fiscal Resource Committee and

19  the House Finance and Taxation Committee shall conduct a study

20  and evaluation of the statutory and constitutional provisions

21  relating to the imposition by local governments of non-ad

22  valorem assessments. The study must include an evaluation of

23  the extent of the existing authority and discretion of the

24  local governments in the activities or services funded by the

25  assessments and the methodologies used in calculating the levy

26  on the affected parcels of property. The study must also

27  include a statewide compilation of existing non-ad valorem

28  assessments levied by local governments and the annual revenue

29  produced from such assessments. Special emphasis must be given

30  in the evaluation as to whether existing legal and procedural

31  requirements provide sufficient due process for property

 1  owners and shall recommend any changes to the Florida Statutes

 2  regarding these requirements. The study must be conducted in

 3  consultation with a technical committee of at least 7 members,

 4  appointed jointly by the President of the Senate and the

 5  Speaker of the House of Representatives. The membership must

 6  minimally include representatives of local governments,

 7  residential property owners, and commercial property owners,

 8  and members shall be responsible for their individual per diem

 9  and travel expenses. By January 15, 2000, the committee shall

10  send its report to the President of the Senate and the Speaker

11  of the House of Representatives.
