12  following:

14         Amendment (with title amendment) 

15         On page 1, line 20,

16  remove from the bill:  everything after the enacting clause,

18  and insert in lieu thereof:

19         Section 1.  This act may be cited as the "Bill Williams

20  Residential Safety and Preparedness Act."

21         Section 2.  Section 215.559, Florida Statutes, is

22  created to read:

23         215.559  Hurricane Loss Mitigation Program.--

24         (1)  There is created a Hurricane Loss Mitigation

25  Program. The Legislature shall annually appropriate $7 million

26  of the moneys authorized for appropriation under s.

27  215.555(7)(c) from the Florida Hurricane Catastrophe Fund to

28  the Department of Community Affairs for the purposes set forth

29  in this section.

30         (2)  The funds provided in subsection (1) shall be used

31  for programs to improve the wind resistance of residences and

 1  mobile homes, including loans, subsidies, grants,

 2  demonstration projects, and direct assistance; cooperative

 3  programs with local governments and the Federal Government;

 4  and other efforts to prevent or reduce losses or reduce the

 5  cost of rebuilding after a disaster.

 6         (3)  At least 40 percent of the total appropriation for

 7  loans, subsidies, grants, demonstration projects, and direct

 8  assistance for the first year of the programs shall be used

 9  for mobile homes, including programs to inspect and improve

10  tie-downs, construct and provide safety structures, and

11  provide other means to reduce losses. In the second year of

12  the programs, at least 30 percent of the total appropriation

13  shall be used for mobile homes, and thereafter at least 20

14  percent shall be used for such purposes.

15         (4)  The Department of Community Affairs shall develop

16  the programs in consultation with an advisory council

17  appointed by the secretary consisting of a representative of

18  the Department of Insurance, a representative of home

19  builders, a representative of insurance companies, a

20  representative of the Federation of Mobile Home Owners, a

21  representative of the Florida Association of Counties, and a

22  representative of the Florida Manufactured Housing Association

23  who is a mobile home manufacturer or supplier.

24         (5)  Moneys provided to the Department of Community

25  Affairs under this section are intended to supplement other

26  funding sources of the Department of Community Affairs and may

27  not supplant other funding sources of the Department of

28  Community Affairs.

29         (6)  On January 1st of 2001 and 2002, the Department of

30  Community Affairs shall provide a full report and accounting

31  of activities under this section and an evaluation of such

 1  activities to the Speaker of the House of Representatives, the

 2  President of the Senate, and the Majority and Minority Leaders

 3  of the House of Representatives and the Senate.

 4         (7)  This section is repealed June 30, 2002.

 5         Section 3.  This act shall take effect July 1, 2000.
