11  The Committee on Governmental Oversight and Productivity

12  recommended the following amendment:

13

14         Senate Amendment (with title amendment) 

15         On page 17, between lines 6 and 7,

16

17  insert:

18         Section 7.  There is created the Commission for Health

19  Care for the Employee Leasing Industry. The purpose of the

20  commission is to study the availability and affordability of

21  health care and the delivery methods for providing health

22  care. The study shall include, but is not limited to, health

23  care provided by standard carriers, partial self-insurance,

24  self-insurance under Pub. L. No. 93-406, the Employee

25  Retirement Income Security Act as amended, association

26  self-insurance trusts, and the cost and value of those

27  delivery methods.

28         (1)  The commission shall submit a report on the

29  results of the study to both Houses of the Legislature and the

30  Governor by January 1, 2001.

31         (2)  The commission shall be created with the following

 1  membership: two members of the Senate appointed by the Senate

 2  President; two members of the House of Representatives

 3  appointed by the Speaker of the House of Representatives;

 4  three members of industry regulated and licensed under

 5  sections 468.520-468.535, Florida Statutes, appointed by the

 6  President of the Senate; three members of industry regulated

 7  and licensed under sections 468.520-468.535, Florida Statutes,

 8  appointed by the Speaker of the House of Representatives; the

 9  Treasurer or his designee; and the Secretary of Business and

10  Professional Regulation or his designee. The members of the

11  industry appointed to serve on the commission shall serve

12  without pay or travel reimbursement.

13         (3)  All meetings of the commission shall be held at

14  the Capitol. Meetings shall be called by the chairperson, who

15  shall be selected by vote of the Senate and House of

16  Representative members of the commission. Staff support shall

17  be provided by the Senate Committee on Banking and Insurance

18  and the House of Representatives Committee on Insurance.
