13         Senate Amendment 

14         On page 31, lines 22-26, delete those lines

15

16  and insert:

17         Section 29.  Liberal construction.--Sections 1 through

18  30 of this act shall be liberally construed to effectively

19  carry out their purpose.

20         Section 30.  Act controlling.--To the extent that

21  sections 1 through 30 of this act are inconsistent with any

22  general statute or special act or parts thereof, sections 1

23  through 30 control.
