13         Senate Amendment (with title amendment) 

14         On page 2, between lines 28 and 29,

15

16  insert:

17         Section 1.  Subsection (4) of section 20.19, Florida

18  Statutes, is amended to read:

19         20.19  Department of Children and Family

20  Services.--There is created a Department of Children and

21  Family Services.

22         (4)  CERTIFICATION PROGRAMS FOR DEPARTMENT

23  EMPLOYEES.--The department is authorized to create

24  certification programs for family safety and preservation

25  employees and agents to ensure that only qualified employees

26  and agents provide child protection services. The department

27  shall develop specific certification criteria related to

28  investigations involving children who have developmental

29  disabilities, emotional disturbances, or chronic medical

30  conditions or who are residing in residential treatment

31  facilities. The department is authorized to develop rules that

 1  include qualifications for certification, including training

 2  and testing requirements, continuing education requirements

 3  for ongoing certification, and decertification procedures to

 4  be used to determine when an individual no longer meets the

 5  qualifications for certification and to implement the

 6  decertification of an employee or agent.
