13         Senate Amendment (with title amendment) 

14         On page 53, between lines 18 and 19,

15

16  insert:

17         Section 28.  (1)  It is the intent of the Legislature

18  to:

19         (a)  Reduce the rates of illness and death from lung

20  cancer and other cancers and improve the quality of life among

21  low-income African-American and Hispanic populations through

22  increased access to early, effective screening and diagnosis,

23  education, and treatment programs.

24         (b)  Create a community faith-based disease-prevention

25  program in conjunction with the Health Choice Network and

26  other community health centers to build upon the natural

27  referral and education networks in place within minority

28  communities and to increase access to health service delivery

29  in South Florida.

30         (c)  Establish a funding source to build upon local

31  private participation to sustain the operation of the program.

 1         (2)(a)  There is created the Jessie Trice Cancer

 2  Prevention Program, to be located, for administrative

 3  purposes, within the Department of Health, and operated from

 4  the community health centers within the Health Choice Network

 5  in South Florida.

 6         (b)  Funding will be provided to develop contracts with

 7  community health centers and local community faith-based

 8  education programs to provide cancer screening, diagnosis,

 9  education, and treatment services to low-income populations

10  throughout the state. Pilot programs will be initially created

11  in the communities of Goulds, Naranja, Coconut Grove, Liberty

12  City, and East Little Havana in Dade County and Dunbar in Lee

13  County.

14         Section 29.  Funds to implement the provisions in this

15  act are contingent upon a specific appropriation for that

16  purpose in the General Appropriations Act.
