17 insert: 4. Donations received before July 1, 2000, shall be
18 matched at the percentage level in effect on the date the gift
19 was received. Any gift agreements signed and received by July
20 1, 1999 that were approved for payment over a period of up to
21 five years would be eligible for the level of match in effect
22 when the agreement was received and initial payment was made.
