  1                      A bill to be entitled

  2         An act creating the Florida Forever Trust Fund

  3         within the Department of Agriculture and

  4         Consumer Services; providing for a source of

  5         funds; providing for its purposes; providing

  6         for review and termination or re-creation of

  7         the trust fund; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  (1)  The Florida Forever Trust Fund is

12  created within the Department of Agriculture and Consumer

13  Services to be used for the purposes of section 589.07,

14  Florida Statutes. The trust fund shall receive funds pursuant

15  to section 259.105(3)(e), Florida Statutes.

16         (2)  In accordance with Section 19(f)(2) of Article III

17  of the State Constitution, the Florida Forever Trust Fund

18  shall be terminated on July 1, 2004, unless terminated sooner.

19  Before its scheduled termination, the trust fund shall be

20  reviewed as provided in section 215.3206(1) and (2), Florida

21  Statutes.

22         Section 2.  This act shall take effect July 1, 2000,

23  but it shall not take effect unless it is enacted by a

24  three-fifths vote of the membership of each house of the

25  Legislature.
