11  Senator Hargrett moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 5, line 26, through page 9, line 22, delete

15  those lines

16

17  and insert:

18         Section 4.  Section 403.065, Florida Statutes, is

19  created to read:

20         403.065  Aquifer Storage and Recovery Wells.--

21         (1)  There is hereby created a Study Commission on

22  Aquifer Storage and Recovery for the purpose of evaluating

23  this technology and ensuring protection of public health and

24  natural systems from the use of this practice.

25         (2)  The commission shall consist of 11 members as

26  follows:

27         (a)  One member each from the Department of

28  Environmental Protection, Department of Health, and a local

29  health unit;

30         (b)  One member from the United States Environmental

31  Protection Agency;

 1         (c)  One member from a water management district;

 2         (d)  One member each from a public and private utility;

 3         (e)  One member each from an environmental public

 4  interest organization and an environmental justice

 5  organization; and

 6         (f)  One member each from the Florida Senate and the

 7  House of Representatives.

 8         (3)  The Governor shall make the appointments described

 9  in subsection (2) after soliciting input from the Speaker of

10  the House of Representatives and the President of the Senate.

11         (4)  The Commission shall submit a written report to

12  the Governor, Speaker of the House of Representatives, and the

13  President of the Senate by February 1, 2001.
