14 On page 21, between lines 9 and 10,

16 insert:
17 Section 12. The Department of Environmental Protection
18 in cooperation with the Santa Rosa Shores Homeowners
19 Association shall develop a proposal for dredging of a single
20 access channel connected to the existing channels and canals
21 within Santa Rosa Shores, Santa Rosa County, and extending to
22 navigable depths in Santa Rosa Sound. The proposal shall
23 include a plan of mitigation for offsetting adverse impacts of
24 the dredging, a plan for disposing of dredged materials, a
25 plan for protecting water quality and sea grass habitat during
26 dredging, a plan for long-term maintenance of the channel, and
27 a plan for inspection and study of the project, with annual
28 progress reports to be prepared by the Santa Rosa Shores
29 Homeowners Association for submittal to the Department of
30 Environmental Protection. The Santa Rosa Shores Homeowners
31 Association shall be responsible for the payment of costs

1 involved with the project and for submitting all required
2 applications required to authorize the project. Santa Rosa
3 Shores Homeowners Association and the Department of
4 Environmental Protection may contract with the University of
5 West Florida to provide the necessary monitoring services and
6 reports. The Department of Environmental Protection shall
7 assist in expediting the processing of the required state
8 dredge and fill permit, and any associated authorizations
9 required from the Board of Trustees and the United States Army
10 Corps of Engineers. The Department of Environmental
11 Protection shall assist the Santa Rosa Shores Homeowners
12 Association in developing project criteria, including but not
13 limited to: the length, width, and depth of the access
14 channel; where and how material is to be excavated and
15 disposed; the method for protecting water quality and sea
16 grass habitat; long-term maintenance of the channel as needed;
17 mitigation design; and design of the monitoring and reporting
18 program.
