13         Senate Amendment (with title amendment) 

14         On page 20, between lines 29 and 30,

15

16  insert:

17         Section 13.  Section 403.865, Florida Statutes, is

18  amended to read:

19         403.865  Water and wastewater facility personnel;

20  legislative purpose.--The Legislature finds that the threat to

21  the public health and the environment from the operation of

22  water and wastewater treatment plants and water distribution

23  systems mandates that qualified personnel operate these

24  facilities. It is the legislative intent that any person who

25  performs the duties of an operator and who falls below minimum

26  competency or who otherwise presents a danger to the public be

27  prohibited from operating a plant or system in this state.
