16 insert:
17 Section 7. Each state agency shall include in its
18 standard contract document a requirement that any state funds
19 provided for the purchase of or improvements to real property
20 are contingent upon the contractor or political subdivision
21 granting to the state a security interest in the property at
22 least to the amount of state funds provided for at least 5
23 years from the date of purchase or the completion of the
24 improvements or as further required by law.
