13         Senate Amendment (with title amendment) 

14         On page 54, line 5, after the word "Inc."

16  insert:  , except that the plan for the distribution by any

17  permitholder located in the area described in s. 550.615(9)

18  shall be agreed upon by that permitholder, the Florida

19  Thoroughbred Breeders' Association, and the association

20  representing a majority of the thoroughbred racehorse owners

21  and trainers at that location.
