17 Section 1. Sections 1 through 3 of this act shall be
18 known as the "Florida Ticket to Work and Work Incentives Act
19 of 2000."
20 Section 2. Subsection (8) is added to section 409.904,
21 Florida Statutes, to read:
22 409.904 Optional payments for eligible persons.--The
23 agency may make payments for medical assistance and related
24 services on behalf of the following persons who are determined
25 to be eligible subject to the income, assets, and categorical
26 eligibility tests set forth in federal and state law. Payment
27 on behalf of these Medicaid eligible persons is subject to the
28 availability of moneys and any limitations established by the
29 General Appropriations Act or chapter 216.
30 (8) Subject to specific federal authorization, a
31 person who, but for earnings in excess of the limit

1 established under s. 1905(q)(2)(B) of the Social Security Act,
2 would be considered for receiving supplemental security
3 income, who is at least 16 but less than 65 years of age, and
4 whose assets, resources, and earned or unearned income, or
5 both, do not exceed 250 percent of the most current federal
6 poverty level. Such persons may be eligible for Medicaid
7 services as part of a Medicaid buy-in established under s.
8 409.914(2) specifically designed to accommodate those persons
9 made eligible for such a buy-in by Title II of Pub. L. No.
10 106-170. Such buy-in shall include income-related premiums and
11 cost sharing.
12 Section 3. The Agency for Health Care Administration
13 is directed to conduct a cost and feasibility study regarding
14 the implementation of the federal "Ticket to Work and Work
15 Incentives Act of 1999" in Florida and to report its findings
16 to the Speaker of the House of Representatives and the
17 President of the Senate no later than December 1, 2000.
