13         Amendment (with title amendment) 

14         On page 15, between lines 23 and 24,

16  insert:

17         Section 4.  Subsection (5) is added to section 373.083,

18  Florida Statutes, to read:

19         373.083  General powers and duties of the governing

20  board.--In addition to other powers and duties allowed it by

21  law, the governing board is authorized to:

22         (5)  Execute any of the powers, duties, and functions

23  vested in the governing board through a member or members

24  thereof, the executive director, or other district staff as

25  designated by the governing board.  The governing board may

26  establish the scope and terms of any delegation.  If the

27  governing board delegates the authority to take final action

28  on permit applications under part II or part IV, or petitions

29  for variances or waivers of permitting requirements under part

30  II or part IV, the governing board shall provide a process for

31  referring any denial of such application or petition to the

 1  governing board to take final action.  The authority in this

 2  subsection is supplemental to any other provision of this

 3  chapter granting authority to the governing board to delegate

 4  specific powers, duties, or functions.

12         amending section 373.083, F.S.; authorizing

13         water management districts' governing boards to
