13         Senate Amendment (with title amendment) 

14         On page 164, between lines 2 and 3,

16  insert:

17         Section 97.  Notwithstanding the effective date of any

18  section of this act or chapter 98-287, Laws of Florida, any

19  authority to adopt rules provided by this act or chapter

20  98-287, Laws of Florida, shall take effect upon this act

21  becoming a law.
