11  Senator Kirkpatrick moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 1, line 25, through

15            page 3, line 10, delete those lines

16

17  and insert:  demonstrated mastery to specified failing,

18  alternative, and at-risk schools.

19         (2)  By July 1 of each year, each school district that

20  contains a school in grade category "D" or "F" , a

21  second-chance school, an alternative school that serves

22  disruptive or violent youths, or a school that has a student

23  population of 70 percent or more at-risk students who qualify

24  for free or reduced-price lunch programs shall develop a plan

25  that authorizes principals of schools in those categories to

26  recruit master teachers as provided by the program.

27         (a)  The plan must provide for an annual salary bonus

28  to be paid to master teachers recruited for the program by

29  principals of qualifying schools specified in subsection (2),

30  or it must give evidence of contract negotiations that provide

31  an addition to the salary of those teachers. The plan must

 1  state the amount of the bonus or salary addition and the

 2  maximum number of years a teacher may be eligible for the

 3  annual bonus. If a plan does not specify an amount for a bonus

 4  or negotiated salary increase, the selected teachers will be

 5  provided a bonus in the amount awarded to nationally certified

 6  teachers under the Excellent Teaching Program, pursuant to

 7  section 236.08106, Florida Statutes. When a plan is approved

 8  by the Commissioner of Education, the program shall be

 9  initiated immediately upon notification that a school is

10  designated "D" or "F", or is otherwise a qualifying school as

11  specified in subsection (2), and fully implemented by the

12  subsequent school year.

13         (b)  The plan must identify the performance criteria

14  that make a teacher eligible for recruitment. The

15  qualifications must include evidence of academic mastery of

16  the subject matter to be taught and continuous and superior

17  improvement of student learning in the teacher's classes.

18         (c)  The plan must describe how the school district

19  will determine superior student learning gains and how it will

20  provide the principal with access to records of the academic

21  performance and student achievement of teachers in the

22  district. The plan must authorize the school principal to

23  determine which teachers meet the performance criteria.

24         (d)  The plan must describe the action the school

25  district will take to make it possible for teachers to

26  transfer into and out of the school. However, a teacher who is

27  in the program may receive a bonus only for teaching at the

28  school whose principal originally recruited him or her.

29         (3)  A program must be implemented annually in each

30  qualifying school specified in subsection (2). By August 1 of

31  each year, if the Commissioner of Education has not approved

 1  the plan required of a school district, the district shall

 2  request technical assistance from the department and revise

 3  the plan so that it can be approved. If a plan is not approved

 4  by September 1, the department shall report the impasse to the

 5  State Board of Education, which may impose sanctions upon the

 6  school district as provided in the General Appropriations Act.

 7         (4)  For initial implementation of the program in

 8  2000-2001, or until a district has an approved plan, a

 9  principal assigned to a qualifying school specified in

10  subsection (2).
