18 (q) For the construction of a skilled nursing facility
19 of up to 60 beds to be used to serve only retired or disabled
20 military personnel and their surviving spouses. The facility
21 must be constructed by a foundation that was incorporated and
22 operating in this state on or before December 19, 1997, to
23 serve the same population.
