11  The Committee on Rules & Calendar offered the following:

15            page 7, line 1,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:

19         6.  A lobbyist, a lobbyist's legal representative, or

20  the principal of a lobbyist may request relief from any

21  provision relating to the filing of an expenditure report

22  based on unusual circumstances. Such request, which must be

23  filed under oath with the General Counsel of the Office of

24  Legislative Services, must state the relief sought and good

25  cause for such relief to be granted. The General Counsel of

26  the Office of Legislative Services shall review the request

27  and make a recommendation to the President of the Senate and

28  the Speaker of the House of Representatives. The President of

29  the Senate and the Speaker of the House of Representatives may

30  grant or deny the request or may award some lesser or other

31  relief than that sought.
