  1                      A bill to be entitled
  2         An act relating to teacher certification;
  3         amending s. 231.17, F.S.; providing for the
  4         certification of applicants who hold a
  5         bachelor's degree in speech-language
  6         impairment; requiring the adoption of rules;
  7         providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Paragraph (b) of subsection (6) of section
12  231.17, Florida Statutes, is amended to read:
13         231.17  Official statements of eligibility and
14  certificates granted on application to those meeting
15  prescribed requirements.--
16         (6)  EXCEPTIONS FOR ISSUANCE OF CERTIFICATES.--
17         (b)  The department shall issue one nonrenewable 2-year
18  temporary certificate and one nonrenewable 5-year professional
19  certificate to a qualified applicant who holds a bachelor's
20  degree in the area of speech-language impairment to allow for
21  completion of a master's degree program in speech-language
22  impairment. In order for the services of qualified applicants
23  who hold a bachelor's degree in the area of speech-language
24  impairment and who are not enrolled in a master's degree
25  program in speech-language impairment to be appropriately
26  used, the applicants must be certified and authorized to
27  provide appropriate services under the direction of a
28  speech-language pathologist in accordance with rules adopted
29  by the State Board of Education. By August 1, 2000, the state
30  board shall adopt rules governing certification in the area of
31  speech-language impairment at the bachelor's level.

  2  The department shall reissue a temporary certificate upon the
  3  written request of the district school superintendent, the
  4  governing authority of a developmental research school, or the
  5  governing authority of a state-supported school or nonpublic
  6  school.
  7         Section 2.  This act shall take effect July 1, 2000.
