12 recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, between lines 1 and 2,

17 insert: (5) No political subdivision that is eligible for an
18 operating grant under this section shall be denied such grant,
19 or any other state or federal aid, solely because the
20 functions of the library's single administrative head, or any
21 other services of the library, have been contracted to a
22 private, for profit firm.
