14 On page 4, line 17 after the period,

16 insert:
17 Before transferring a teacher who holds a professional
18 teaching certificate from one school to another, the
19 superintendent shall consult with the principal of the
20 receiving school and allow the principal to review the
21 teacher's records and interview the teacher. If, in the
22 judgment of the principal, students would not benefit from the
23 placement, an alternative placement may be sought.
