12  recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause

17  and insert:  
18         Section 1.  Section 120.551, Florida Statutes, is
19  created to read:
20         120.551  Internet publication pilot project.--
21         (1)  On or before December 31, 2001, the Department of
22  Environmental Protection and the State Technology Office shall
23  establish and commence a pilot project to determine the
24  cost-effectiveness of publication of notices on the Internet
25  in lieu of publication in the Florida Administrative Weekly.
26  The pilot project shall end on July 1, 2003. Under this pilot
27  project, notwithstanding any other provision of law, whenever
28  the Department of Environmental Protection is required to
29  publish notices in the Florida Administrative Weekly, in lieu
30  of publication in the Florida Administrative Weekly, the
31  Department of Environmental Protection shall publish such

The Department of Environmental 2 Protection shall publish all other notices in the manner 3 prescribed by law. Notices published on the Internet under 4 this section shall clearly state the date the notice was first 5 posted on the Internet, shall be posted only on the same days 6 the Florida Administrative Weekly is published, and shall 7 comply with the form and content provisions of the Florida 8 Administrative Code. Notices related to rulemaking published 9 on the Internet under this provision shall be maintained on 10 the Internet for a period of at least 12 months after the 11 effective date of the rule or at least 3 months after the 12 publication of a notice of withdrawal of the proposed rule. 13 All other notices published on the Internet under this 14 provision shall be maintained on the Internet for a period of 15 at least 3 months after the date first posted. A searchable 16 database or other electronic system to be permanently 17 maintained on the Internet for the purpose of archiving all 18 notices published on the Internet and allowing citizens 19 permanent electronic access to such archived records shall 20 also be established by the pilot project. No notice posted on 21 the Internet shall be removed until the searchable database is 22 implemented. 23 (2) The Department of State shall publish notice of 24 this pilot project in each weekly publication of the Florida 25 Administrative Weekly. The notice shall state: "Under a 26 temporary pilot project, in conjunction with the State 27 Technology Office, to determine the cost-effectiveness of 28 Internet publication of notices in lieu of publication in the 29 Florida Administrative Weekly, notices of the Department of 30 Environmental Protection are being published on the Internet 31 at the following Internet URL or address: 2 8:48 PM 04/17/01 s1560.go.01
SENATE AMENDMENT Bill No. SB 1560 Amendment No. 1 Barcode 185586 1 http://www.dep.state.fl.us." 2 (3) No later than January 31, 2003, the Department of 3 Environmental Protection, the State Technology Office, and the 4 Department of State shall submit a report to the Governor, the 5 President of the Senate, and the Speaker of the House of 6 Representatives containing findings on the cost-effectiveness 7 of publication of notices on the Internet in lieu of 8 publication in the Florida Administrative Weekly, and 9 recommendations, including legislative or rule changes, for 10 modifications to the process necessary to effectuate 11 publication of notices on the Internet. 12 Section 2.
