18         (2)  When the governing body adopts a resolution
19  declaring the need for a community redevelopment agency, that
20  body shall, by ordinance, appoint a board of commissioners of
21  the community redevelopment agency, which shall consist of not
22  fewer than five or more than seven commissioners. However, the
23  governing body of a municipality with a population of more
24  than 100,000 and an area of more than 100 square miles may
25  appoint a board of commissioners of up to nine members. The
26  terms of office of the commissioners shall be for 4 years,
27  except that three of the members first appointed shall be
28  designated to serve terms of 1, 2, and 3 years, respectively,
29  from the date of their appointments, and all other members
30  shall be designated to serve for terms of 4 years from the
31  date of their appointments.  A vacancy occurring during a term
