14         Senate Amendment 
15         On page 3, line 20, through page 4, line 11, delete
16  those lines

18  and insert:  
19         Section 3.  Program implementation; authorized
20  expenditures.--
21         (1)  An applicant shall estimate the funds required for
22  the proposed program. All funds provided for a program must be
23  used to provide training stipends and other financial
24  incentives for program participants, in an amount not to
25  exceed $5,000 per participant.
26         (2)  Eligible applicants are encouraged to implement
27  the program using the following components:
28         (a)  Recruiting program participants, including
29  informing them of opportunities under the program and putting
30  them in contact with other institutions, agencies, or
31  organizations that will train, place, and support them in the
