14 On page 4, before line 1,

16 insert:
17 Section 1. Subsection (2) of section 110.227, Florida
18 Statutes, is amended to read:
19 110.227 Suspensions, dismissals, reductions in pay,
20 demotions, layoffs, transfers, and grievances.--
21 (2) The department shall establish rules and
22 procedures for the suspension, reduction in pay, transfer,
23 layoff, demotion, and dismissal of employees in the career
24 service. Such rules shall be approved by the Administration
25 Commission prior to their adoption by the department. This
26 subsection does not prohibit bumping in a collective
27 bargaining agreement nor does it prevent or abrogate any
28 collective bargaining provisions that recognize special
29 protection on the basis of seniority or job experience.
