  2         An act relating to apportionment; creating s.

  3         11.035, F.S.; providing standards for the

  4         Legislature to follow in legislative

  5         apportionment and congressional redistricting;

  6         providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Section 11.035, Florida Statutes, is

11  created to read:

12         11.035  Standards for legislative apportionment and

13  congressional redistricting.--In addition to any requirements

14  provided in the constitution of this state and in the

15  Constitution of the United States, the following standards for

16  legislative apportionment and congressional redistricting

17  shall be followed:

18         (1)  All districts shall be substantially equal in

19  population.

20         (2)  Each district shall be reasonably compact in form,

21  composed of contiguous territory, and, where possible, drawn

22  to coincide with communities of interest and the boundaries of

23  local political subdivisions, as such terms are defined by

24  general law.

25         (3)  No district shall be drawn to dilute the voting

26  strength of any group based on race, religion, or national

27  origin.

28         (4)  To ensure political fairness, no district shall be

29  drawn for the purpose of degrading the influence of any

30  political party.

  1         Section 2.  This act shall take effect upon becoming a

  2  law.
