17 Section 1. The Florida Department of Transportation
18 and the Florida Transportation Commission to make a study
19 impacting budgeting and funding of critical elements of the
20 State Budget.--
21 (1) The Florida Department of Transportation and the
22 Florida Transportation Commission shall study and make
23 recommendations on how Florida will create a statewide
24 strategic plan for all modes of transportation for the next 20
25 years. The study shall include recommendations on how to meet
26 projected funding needs, including the use of toll roads,
27 areas of the state which will need additional transportation
28 development, the effect of local metropolitan planning
29 organization plans on the state as a whole, the streamlining
30 of cooperation between local, state, and federal agencies or
31 organizations, and any other transportation issues deemed

1 relevant to develop an overall statewide strategic
2 transportation plan for the state for the next 20 years.
3 (2) The department and commission shall prepare a
4 report which may include suggested legislation and submit
5 their findings to the Speaker of the House of Representatives,
6 the President of the Senate, and the Governor on or before the
7 first day of the 2002 Regular Legislative Session.

12 On page 1, line 3, after "budgeting;"

14 insert:
15 directing the Florida Transportation Commission
16 to make recommendations on how Florida will
17 create a statewide strategic plan for state and
18 local transportation; providing for duties of
19 the commission; providing for a report;
