15 On page 1, between lines 16 & 17,

17 insert:
18 Section 1. It is the intent of the Florida Legislature
19 to promote economic opportunity for those area identified as
20 an area of critical concern.
21 (1) As an alternative to brownfield areas, the
22 authority shall approve a site in any area as defined in this
23 section.
24 (2) Recognizing the economic impact of the net
25 limitation amendment of 1995, the authority shall have the
26 sole authority to transfer all rules, grants, exemptions, tax
27 abatements, loans, tax rebates, and incentives as provided in
28 this section.
29 (3) All other legislation enacted by this statute
30 shall be in effect at the direction of the authority as
31 allowed by law.
