13 Senate Amendment (with title amendment)
14 On page 71, between lines 24 and 25,

16 insert:
17 Section 63. A contract for services, request for
18 proposal, or invitation to bid between an agency of this state
19 and a contract vendor succeeding to the operation of a program
20 or function of an agency of this state may not be executed
21 unless the vendor is a corporation that is domiciled in this
22 state or that will maintain a significant business presence in
23 this state for the duration of the contract. For the purposes
24 of this section, the term "significant business presence"
25 means a retention of substantially all of the filled positions
26 previously assigned the state agency at substantially the same
27 total cash equivalent of salaries and benefits.
