16 insert:
17 (14) Unrestricted cost savings resulting from
18 implementation of the best financial management practices will
19 be used to implement best education practices that correct
20 identified student education outcome deficiencies. The
21 unrestricted cost savings must be spent at the school and
22 classroom levels for teacher salaries, teacher training,
23 improved classroom facilities, student supplies, textbooks,
24 classroom technology, and other direct student instruction
25 activities. Cost savings identified for a program that has
26 restrictive expenditure requirements shall be used for the
27 enhancement of the specific program.
