  1                      A bill to be entitled

  2         An act relating to public libraries; amending

  3         s. 257.17, F.S.; eliminating the July 1, 2001,

  4         repeal of provision authorizing certain

  5         municipalities to receive operating grants for

  6         libraries; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Subsection (4) of section 257.17, Florida

11  Statutes, is amended to read:

12         257.17  Operating grants.--A political subdivision that

13  has been designated by a county as the single library

14  administrative unit is eligible to receive from the state an

15  annual operating grant of not more than 25 percent of all

16  local funds expended by that political subdivision during the

17  second preceding fiscal year for the operation and maintenance

18  of a library, under the following conditions:

19         (4)(a)  A municipality with a population of 200,000 or

20  more that establishes or maintains a library is eligible to

21  receive from the state an annual operating grant of not more

22  than 25 percent of all local funds expended by that

23  municipality during the second preceding fiscal year for the

24  operation and maintenance of a library, under the following

25  conditions:

26         (a)1.  The municipal library is operated under a single

27  administrative head and expends its funds centrally;

28         (b)2.  The municipal library has an operating budget of

29  at least $20,000 per year from local sources; and

30         (c)3.  The municipal library provides free library

31  service to all residents of the municipality.

  1         (b)  This subsection is repealed on July 1, 2001.

  2         Section 2.  This act shall take effect upon becoming a

  3  law.
