17 Section 3. The department may reduce the population or
18 beds in the mental health institutions it operates when
19 adequate community-based services to meet the needs of the
20 population have been established through contract and
21 operating for six months in a specific hospital's catchment
22 area. Evaluation to determine readiness of community-based
23 services will be conducted by the Office of Program Policy
24 Analysis and Governmental Accountability (OPPAGA) in
25 cooperation with the department.
