  1                      A bill to be entitled

  2         An act creating the Outcome-Based Total

  3         Accountability Act; amending s. 216.023, F.S.;

  4         requiring state agencies to submit additional

  5         information in legislative budget requests;

  6         providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  This act may be cited as the "Outcome-Based

11  Total Accountability Act."

12         Section 2.  Paragraph (j) of subsection (4) of section

13  216.023, Florida Statutes, is amended to read:

14         216.023  Legislative budget requests to be furnished to

15  Legislature by agencies.--

16         (4)  The legislative budget request must contain for

17  each program:

18         (j)  Unit costs for major activities for the budget

19  entities as defined in the General Appropriations Act. It is

20  the intent of the Legislature to use unit-cost data not only

21  as a budgeting tool but also as a policymaking tool and an

22  accountability tool. Therefore, each budget entity must also

23  submit a one-page summary of information related to itself,

24  subordinate entities, and contracting entities which includes:

25         1.  The budget for each entity;

26         2.  The total amount of revenue received or otherwise

27  passed through each entity;

28         3.  The line-item listings of major activities along

29  with total amounts spent for each major activity and unit

30  costs for each such activity; and

  1         4.  The total amount of reversions or actual

  2  pass-throughs without unit-cost data. approved output measures

  3  pursuant to s. 186.022.

  4         Section 3.  This act shall take effect July 1, 2001.
