11  The Committee on Judicial Oversight offered the following:

13         Amendment (with title amendment) 
14         On page 3, between lines 29 and 30 of the bill
15  
16  insert:  
17         Section 3.  Subsection (13) is added to section
18  475.011, Florida Statutes, to read:
19         475.011  Exemptions.--This part does not apply to:
20         (13)  Any property management firm, or any owner of an
21  apartment complex, for the act of paying a finder's fee or
22  referral fee to an unlicensed person who is a tenant in or an
23  employee of such apartment complex or property management firm
24  provided the value of the fee does not exceed $50 per
25  transaction. Nothing in this subsection authorizes an
26  unlicensed person to advertise or otherwise promote the
27  person's services in procuring or assisting in procuring
28  prospective lessees or tenants of apartment units. For
29  purposes of this subsection, "finder's fee" or "referral fee"
30  means a fee paid, credit towards rent, or some other thing of
31  value provided to a person for introducing or arranging an
