  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Water and Wastewater Treatment Grant Program

  4         Trust Fund; providing for its purposes;

  5         providing for review and termination or

  6         re-creation of the trust fund; providing a

  7         contingent effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Water and Wastewater Treatment Grant

12  Program Trust Fund is created for the purpose of providing

13  grants to eligible local governments. The trust fund shall be

14  administered by the Department of Environmental Protection.

15         Section 2.  In accordance with Section 19(f)(2),

16  Article III of the State Constitution, the Water and

17  Wastewater Treatment Grant Program Trust Fund shall, unless

18  terminated sooner, be terminated on July 1, 2006. Before its

19  scheduled termination, the trust fund shall be reviewed as

20  provided in section 215.3206(1) and (2), Florida Statutes.

21         Section 3.  This act shall take effect on the effective

22  date of Senate Bill _____, but it shall not take effect unless

23  it is enacted by a three-fifths vote of the membership of each

24  house of the Legislature and unless SB ____, 2001 Regular

25  Session, becomes a law.
