14 On page 129, between lines 5 & 6,

16 insert:
17 Section 85. There is established the Office of
18 Community Partners within the Department of Health for the
19 purpose of receiving, coordinating, and dispensing federal
20 funds set aside to expand the delivery of social services
21 through eligible private community organizations and programs.
22 The office shall provide policy direction and promote civic
23 initiatives which seek to preserve and strengthen families and
24 communities. The Department of Health, the Department of
25 Children and Family Services, the Department of Juvenile
26 Justice, and the Department of Corrections may request
27 transfer of general revenue funds between agencies, as
28 approved by the Legislative Budget Commission, as necessary to
29 match federal funds received by the Office of Community
30 Partners for these initiatives.
