14 On page 26, between lines 30 and 31,

16 insert:
17 Section 20. Subsection (1)(a) of section 427.705,
18 Florida Statutes, is amended to read:
19 427.705 Administration of the telecommunications
20 access system.--
21 (1) Consistent with the provisions of this act and
22 rules and regulations established by the commission, the
23 administrator shall:
24 (a) Purchase, store, distribute, and maintain
25 specialized telecommunications devices, either directly
26 through an audiologist licensed by the State of Florida, or
27 through contract with third parties, or a combination thereof.
