11  Senator Silver moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 64, between lines 10 and 11,
15  
16  insert:  
17         Section 13.  The certificate-of-need workgroup created
18  by section 15 of Chapter 2000-318, Laws of Florida, shall
19  review and make recommendations regarding the appropriateness
20  of current regulations on services provided in ambulatory
21  surgical centers. The recommendations shall be based on
22  consideration of:
23         (1)  The consistency of the regulations with federal
24  law and federal reimbursement policies;
25         (2)  The effectiveness of the regulations in protecting
26  the public health and safety, promoting the quality of
27  services provided by ambulatory surgical centers, and
28  encouraging the participation of ambulatory surgical centers
29  in the delivery of essential community services; and
30         (3)  The impact of any change of the current
31  regulations on the health care market, including:
