13         Senate Amendment 

14         On page 2, lines 16-20, delete those lines

16  and insert:  redevelopment area (CRA), as defined in s.

17  163.340, or part of the Front Porch Florida Initiative, as

18  provided for in s. 14.2015(9)(b), may, with the prior approval

19  of the Department of Management Services, directly negotiate

20  with a building owner for leased space within such area

21  without the competitive bid requirement of paragraph (a) as

22  long as the rental rate negotiated is at or below market

23  value, as determined by the Department of Management Services.
