  1                         House Resolution

  2         A resolution honoring Dr. Frederick S.

  3         Humphries, President of Florida Agricultural

  4         and Mechanical University.

  5

  6         WHEREAS, Frederick Stephen Humphries was born in

  7  Apalachicola, Florida, in 1935 to parents who inspired in him

  8  and his three siblings a diligence in carrying out their

  9  responsibilities and a drive to achieve excellence in

10  education, and

11         WHEREAS, one of nine graduates of his high school class

12  of 1953, Dr. Humphries credits the example of his high school

13  mathematics and science teacher with instilling in him the

14  importance of "excellence with caring," a concept that has

15  exemplified his leadership style during his tenure as the

16  eighth president of Florida A & M University (FAMU) and indeed

17  throughout his career, and

18         WHEREAS, after earning a bachelor of science degree,

19  magna cum laude, in chemistry from FAMU and a doctoral degree

20  in physical chemistry from the University of Pittsburgh, Dr.

21  Humphries demonstrated early in his career that his efficient

22  and highly astute management skills destined that he become an

23  outstanding leader in higher education, and

24         WHEREAS, in addition to his commitment to teaching,

25  research, and the demanding administrative responsibilities of

26  his distinguished career, Dr. Humphries has become totally

27  involved in the life of the communities in which he has served

28  and has made significant contributions to both education and

29  society in general through his membership and leadership roles

30  in numerous local, state, and national boards, committees, and

31  commissions, and limited space precludes a listing of the

  1  honors and awards which have recognized the invaluable

  2  contributions of this outstanding leader, and

  3         WHEREAS, throughout his career, Dr. Frederick S.

  4  Humphries has amassed a list of incredible achievements,

  5  though certainly none more appreciated than the remarkable

  6  work he has done at Florida Agricultural and Mechanical

  7  University, which he has established as one of America's

  8  premier institutions of higher learning, the nation's leading

  9  producer of African Americans with baccalaureate degrees, the

10  leader in the recruitment of National Achievement Scholars,

11  and one of the fastest growing universities in the country,

12  and to which has been added, through his tenacity and

13  determination, the new College of Law with an anticipated

14  opening in the fall of 2002, NOW, THEREFORE,

16  Be It Resolved by the House of Representatives of the State of

17  Florida:

18

19         That the House of Representatives pauses in its

20  deliberations to honor Dr. Frederick S. Humphries, President

21  of Florida Agricultural and Mechanical University, upon his

22  impending retirement on June 30, 2001, and to acknowledge and

23  express its sincerest gratitude for the remarkable

24  accomplishments of his impressive career.

25         BE IT FURTHER RESOLVED that a copy of this resolution

26  be presented to Dr. Frederick S. Humphries as a tangible token

27  of the sentiments expressed herein.
