  1                      A bill to be entitled

  2         An act relating to the transportation

  3         disadvantaged; amending s. 320.03, F.S.;

  4         revising fees for the registration of certain

  5         trucks, trailers, and motorcycles and for tag

  6         transfers and temporary tags to be deposited

  7         into the Transportation Disadvantaged Trust

  8         Fund; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Subsection (9) of section 320.03, Florida

13  Statutes, is amended to read:

14         320.03  Registration; duties of tax collectors;

15  International Registration Plan.--

16         (9)  A nonrefundable fee of $1.50 shall be charged on

17  the initial and renewal registration of each automobile for

18  private use, and on the initial and renewal registration of

19  each truck, regardless of having a net weight, except those

20  taxed under s. 320.0715 or s. 320.08(3)(d) or (4); each

21  trailer, except those taxed under s. 320.08(5)(a) or (b); and

22  each motorcycle, and for each tag transfer and each temporary

23  tag of 5,000 pounds or less. Such fees shall be deposited in

24  the Transportation Disadvantaged Trust Fund created in part I

25  of chapter 427 and shall be used as provided therein, except

26  that priority shall be given to the transportation needs of

27  those who, because of age or physical and mental disability,

28  are unable to transport themselves and are dependent upon

29  others to obtain access to health care, employment, education,

30  shopping, or other life-sustaining activities.

31         Section 2.  This act shall take effect October 1, 2002.
