18         Section 3.  (1)  Contingent upon approval of an

19  amendment to the State Constitution at the general election

20  held in November 2002 authorizing amendments or revisions to

21  the home rule charter of Miami-Dade County by special law

22  approved by a vote of the electors, the revision of the Dade

23  County Home Rule Charter proposed by this act shall be

24  submitted to the voters of Miami-Dade County by the Board of

25  County Commissioners of Dade County in a referendum to be held

26  in November 2003, in the following form, and shall take effect

27  only upon approval by a majority of the electors of Miami-Dade

28  County voting in such referendum:

  1     PROPOSED REVISION OF THE DADE COUNTY HOME RULE CHARTER.

  3         Proposing a revision of the Dade County Home Rule

  4  Charter to provide for a County Mayor, County Comptroller,

  5  County Attorney, and nonpartisan elected County Supervisor of

  6  Elections and for Deputy County Mayors; provide powers,

  7  duties, and term limits of the Mayor, Comptroller, and county

  8  commissioners; provide for salaries of the Mayor, Comptroller,

  9  and county commissioners; revise the administrative

10  organization and procedures of the county; and abolish the

11  County Manager and County Supervisor of Registration offices.
