13         Amendment (with title amendment) 

14         On page 2, between lines 18 and 19,

16  insert:

17         Section 3.    (1) The Office of Program Policy Analysis

18  and Government Accountability shall report on the impact of

19  privatization.  The report shall include the following:

20         (a) The state and local funds expended for the state

21  program before privatization,

22         (b) The outputs of the program before and after

23  privatization,

24         (c) The number of state positions and positions funded

25  as other personnel services (OPS) for the program before

26  privatization,

27         (d) The state dollars expended to implement and oversee

28  the privatization of the program,

29         (e) The number of new jobs created in the private

30  sector directly attributable to the privatization,

31         (f) The number of jobs created outside of the state as

  1  a result of the privatization and

  2         (g) The average salary of new positions created due to

  3  privatization compared to the average salary of the previous

  4  state positions and a comparison of benefits provided for both

  5  positions.

  6         (2) This report shall be provided to the public within

  7  180 days of privatizing a state program, and shall be

  8  presented to the President of the Senate, the Speaker of the

  9  House of Representatives, and the minority and majority

10  offices of both houses.
