17 14. The association shall provide applicants and
18 policyholders with the means to obtain or change coverage,
19 make premium payments, and report claims directly to the
20 association. Such means shall include the use of toll-free
21 telephone numbers and Internet websites. Policyholders who
22 deal directly with the association by such means shall receive
23 a premium discount to reflect the absence of agent
24 commissions.
