11  Senator Wise moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 83, between lines 30 and 31,
15  
16  insert:  
17         Section 35.  The Governor shall convene a validity
18  panel to make comprehensive recommendations on the impacts of
19  specific accommodations on statewide assessments to the
20  Florida Board of Education by October 1, 2002. These
21  recommendations must be based on an evaluation and analysis of
22  the types of accommodations that are used for instructional
23  purposes as identified in the student's Individual Education
24  Plan or 504 plan. The recommendations must include a review of
25  the impact of these accommodations on the validity of the
26  statewide assessments and must be based on proven research and
27  evidence. The panel shall consist of 11 members appointed by
28  the Governor, and shall include 3 advocates, 3 parents of
29  students with disabilities, 3 professional educators with
30  expertise in programs for students with disabilities, and 2
31  assessment and testing experts. Based on the recommendations

 1  by the panel, the Florida Board of Education shall develop a
 2  list of specific accommodations scientifically determined to
 3  have a negative impact on the validity of statewide
 4  assessments. The determinations must be made by February 1,
 5  2003.
