  1                      A bill to be entitled

  2         An act relating to the Spaceport Florida

  3         Authority; amending s. 331.308, F.S.; expanding

  4         the membership of the board of supervisors of

  5         the authority; specifying the space flight

  6         business affiliation of five appointees to the

  7         board; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Subsection (1) of section 331.308, Florida

12  Statutes, is amended to read:

13         331.308  Board of supervisors.--

14         (1)  There is created within the Spaceport Florida

15  Authority a board of supervisors consisting of nine seven

16  regular members, who shall be appointed by the Governor, and

17  two ex officio nonvoting members, one of whom shall be a state

18  senator selected by the President of the Senate and one of

19  whom shall be a state representative selected by the Speaker

20  of the House of Representatives, all of whom shall be subject

21  to confirmation by the Senate at the next regular session of

22  the Legislature. Five of the Governor's appointees must be

23  representatives of Florida's space flight business, as defined

24  in s. 212.031. The Governor shall solicit and must appoint the

25  space flight business members based upon the recommendation of

26  the president or chief executive officer, or equivalent level

27  of management, or his or her designee, of the space flight

28  businesses identified in this section. One member shall

29  represent the prime contractor responsible for the Atlas and

30  Titan launch vehicle programs. One member shall represent the

31  prime contractor responsible for the Delta launch vehicle

  1  program. One member shall represent the prime contractor

  2  responsible for commercial payload processing services for the

  3  Atlas and Delta launch programs. One member shall represent

  4  the prime contractor for human space flight. One member shall

  5  represent the prime contractor responsible for operation of

  6  the Joint Base Operations Contract at the Kennedy Space Center

  7  and the Cape Canaveral Air Force Station. The Governor shall

  8  appoint two members from the state at large. Each of the nine

  9  regular members is subject to confirmation by the Senate at

10  the next regular session of the Legislature. Upon Senate

11  confirmation, the new members will replace the existing board

12  members. Existing board members are not prohibited from

13  reappointment. Each of the regular board members must be a

14  resident of the state and must have experience in the

15  aerospace or commercial space industry or in finance or have

16  other significant relevant experience.  One regular member

17  shall represent organized labor interests and one regular

18  member shall represent minority interests.

19         Section 2.  This act shall take effect upon becoming a

20  law.
