16 insert: As used in this subsection, the term "sufficient
17 funds on deposit in the primary depository account of the
18 candidate or political committee" means that the funds at
19 issue have been delivered for deposit to the financial
20 institution at which such account is maintained. The term
21 shall not be construed to mean that such funds are available
22 for withdrawal in accordance with the deposit rules or the
23 funds availability policies of such financial institution.
