15 On page 12, line 31, of the bill

17 insert:
18 Section 9. Subsection (5) is added to section 101.048,
19 Florida Statutes, to read:
20 101.048 Provisional ballots.--
21 (5) In a year of apportionment, at all elections, a
22 voter claiming to be properly registered in the county and
23 eligible to vote in the election, but whose eligibility cannot
24 be determined, shall be entitled to vote a provisional ballot
25 in the county in which the voter claims to be registered. The
26 provisional ballot of a voter who is otherwise entitled to
27 vote shall not be rejected because the voter did not cast his
28 or her ballot in the precinct of his or her legal residence.
29 However, if the voter voted a ballot to which he or she was
30 not entitled, the canvassing board shall duplicate the ballot
31 for the races that the voter was entitled to vote in the

1 precinct of his or her legal residence and count the races for
2 which the voter was entitled to vote. Notwithstanding any
3 other provision of law to the contrary, the canvassing of
4 provisional ballots voted pursuant to this subsection and the
5 submission of their returns to the department shall be subject
6 only to the deadlines set forth in s. 102.112(2).

15 amending s. 101.048, F.S.; providing
16 requirements for the voting, canvassing, and
